Investing in the child care workforce
Supplemental Rate
Payment Program
We issued payments
to eligible child care
providers to stabilize and
support their business.
Through the Supplemental Rate Payment Program, CDA distributed
millions of dollars in critical supplemental payments to child care providers—
strengthening business stability, supporting workforce retention, and
sustaining access to high-quality care for families across California.
Contracted by the California Department of Social Services (CDSS), CDA
administered multiple large-scale payment initiatives, including monthly
Cost of Care Plus Rate Payments, the one-time Cost of Care Plus Rate
Payment, and the One-Time Per-Child Stabilization Provider Payment. These
efforts supported eligible providers in 24 counties where local agencies were
unable to process payments, underscoring CDA’s role as a trusted statewide
partner in strengthening California’s child care infrastructure.
In 2025, CDA advanced the program through strategic innovation and
operational excellence. The team accelerated payment timelines, completing
and fully distributing one-time payments ahead of schedule and delivering
over 15,000 payments in under two weeks. Signi昀椀cant investments in
automation and quality assurance resulted in the launch of a fully in-house
Supplemental Rate Payment Management System—an end-to-end platform
that enhances accuracy, transparency, compliance, and scalability across the
entire payment lifecycle.
Additional advancements included strengthened fraud-prevention protocols,
enhanced compliance controls, and the implementation of 100% automated
payment reviews. Together, these measures safeguarded public funds while
ensuring providers received timely and accurate payments. With consistent
high performance and customer service, the program re昀氀ects CDA’s
commitment to accountability, ef昀椀ciency, and trust.
Collectively, these efforts position CDA to continue delivering reliable,
large-scale payment solutions—ensuring child care providers have the
昀椀nancial resources needed to serve children, families, and communities
now and into the future.
